Unfortunately, there doesn't seem to be any set location to find McReary, so we simply recommend playing the game as normal and keeping an eye on your map for the telltale blue dot when you're in free roam.
We ourselves encountered a fun one where the van door wouldn't open, and then we got shot to death. Warning: Many players are reporting significant glitches in relation to this random encounter. Also, don't worry if you or McReary are killed - given enough time, the event will reappear. You do not need to have bought an Arcade to trigger this event. When that's done, you'll get a small amount of reputation, and McReary will appear as an optional gunman crew member next time you plan for the Casino Heist, asking for 10% of the take when selected. You'll have to lose the cops, but once you do (or call Lester to get rid of them) McReary will ask you to bring him back to a safehouse in Los Santos. Kill the drivers and steal the van to save McReary. This is marking a police van, escorting McReary to jail unless you intervene. While playing the game, keep an eye on the map for a small, blue dot appearing close by. Packie McReary is unlocked in a random event while playing in the open world of GTA: Online.
